Penrith fumed after losing Matt Burton, but that’s the reality with its huge junior nursery. The NRL must act, Buzz Rothfield writes.

It’s interesting the Panthers are blowing up about Matt Burton joining the Bulldogs and the possibility of losing other great players to rival clubs.
This is what happens when you have by far the biggest junior nursery in the NRL with thousands more participants and potential NRL players than your premiership rivals.

Last year the Panthers had 8,518 juniors. The Roosters had 696, Balmain had 1,607 and Manly had 2,085 on the northern peninsula.
Only the Parramatta Eels with 5,107 get anywhere near the Panthers.
Obviously Penrith can’t stow them away and keep them all.

Those who can’t make their top 30 list naturally look for opportunities elsewhere.

Burton spent the year on the sideline at Penrith but wants to play first grade.

For that he shouldn’t be criticised by anyone. He’s far too good not to be playing NRL but can’t get a shot while Jarome Luai has a mortgage on the number six jersey for possibly a decade.

The problem is that the Panthers have been spending a squillion funding their own junior rugby league program.

They spend $2 million more on pathways than most other clubs.

This is where the NRL needs to step in with a new junior funding strategy.

Junior rugby league should be funded by the state leagues, not the individual clubs.

Clubs should get funding each year depending on their number of participants.

This takes away the unfairness the Panthers have been complaining about.

There is another important issue with Penrith’s recruitment.

It is a problem that rarely gets mentioned because it was created by a man called Phil Gould.

Two years ago Gus put front-rower Reagan Campbell-Gillard and centre Waqa Blake on long term contracts on way more money than they were actually worth.

He also signed James Maloney for three years but got rid of him after two.

It meant the Panthers paying for James Maloney ($200k) in the UK Super League, Waqa Blake ($200k) and Reagan Campbell-Gillard ($300k).at the Parramatta Eels.

That was $700,000 out of this year’s salary cap.

They will be contributing to Campbell-Gillard and Blake for another two years at the Eels.

It means they are playing $500,000 under the cap for the next two seasons.

That’s nobody’s fault but their own.

It also means they won’t have the cash to ensure outstanding youngsters like Stephen Crichton can be kept at the foot of the mountains.

Losing James Tamou and Burton isn’t enough to ease the salary cap pressure.

Cleary could have stuck with Campbell-Gillard and Blake but it would have stopped him from assembling the magnificent young side that won 17 games straight this year.

They thought it would be manageable because they had such a young roster.

And no-one anticipated the value of their squad would rise so substantially this year.

WHO WILL WIN RACE FOR THE FOX?
We keep hearing champion winger Josh Addo-Carr wants to play for the South Sydney Rabbitohs in 2022, not the Canterbury Bulldogs.

The photo of Addo-Carr and his manager Mario Tartak in a rival publication last week arriving at Belmore for talks with Trent Barrett and Andrew Hill was obviously staged.

It is all about showing the Rabbitohs there is interest elsewhere and that they better act quickly.

We’re told Addo-Carr will accept less money to play at Souths.



He is extremely close to Dane Gagai, Cody Walker and Latrell Mitchell.

It is also the club from which he emerged as a local junior before stints at the Sharks and Wests Tigers on the way to Melbourne Storm.

One of the rare times I’d agree with Booze.
Several have said similar before.
Very surprised if he ends up at Belmore and can’t say I’m fussed he goes to Redfern.

Glory,Glory to South Sydney.......JAC can go walkabout with his mates and blow Russel Crowe for all I care. In the light of JAC's preference we should go all out Spencer Leniu, maybe a player like Daryl Clark if we can entice him to Belmore......God knows we need a hooker and I don't think Harry Grant is a realistic option. I would look at Stephen Crichton if only to drive his price up but I believe Jake Averillo should have a shot at making Fullback his own.

Yeah,the more I think about it, i reckon JAC isn't coming over. He wouldn't say that stuff in the video if he was genuinely coming over..... Tbh I don't really care, if he comes over... Great! If not....then we saved cap space for a hooker, Prop and possibly a Fullback..

Everyone has been saying that Penrith will implode. Some players are not happy with Cleary - his preferrential treatment of Nathan, the way he dealt with Mansour after the GF and the way he communicated with Naden and dropping him on the day of the semi and grand final.

Anyone who thinks he ain’t going where he can get the money is kidding them self’s was adamant he wanted out of Melbourne because he wanted to be closer and boom gets a 120,000 pay rise and stays in Melbourne south’s won’t pay him anywhere near the 800 he wants and will be a winger Bennett won’t pay more then 500 for him he will be a dog next year he has won 2 comps SOO played for Aussie he wants the money

Bennett won't be there as head coach in 2022, Jason Demetriou will be and so any recruitment for 2022 and beyond won't be Bennetts call.
