You need 18 teams with the bottom two sides on the ladder dropping out each year like the EPL

That would first and foremost mean establishing a nationwide second tier comp.

Which would effectively mean a merger between NSW cup and QLD cup.

Make the Championship match (winner of the NSW cup v winner of QLD cup) for a spot in the NRL.

The problem with that is, the majority of teams that operate in these competitions have affiliations with FG teams.
