Which team is playing worst at this point of time? Manly look like they've only just met each other with half of their plays, and their right defence has been laughable. Meanwhile Parra has had the ball nearly 70% of the time and are about to be in the lead by only 2 points.

It doesn't matter, they always rule it as played at in that situation. Defender makes a good tackle and forces an error yet the defender gets penalised.
