Made this observation in one of the rumour threads, seems to apply here so copied and pasted:

When Flanagan was signed by the chooks I was under the impression that most people felt that they had done it again, signed yet another good player and somehow fit him under their sombrero. Didn't he have some pretty impressive games for the peptides in 2019? He was looking pretty impressive as I recall.

His stats don't indicate a total fail in attack either, particularly considering he was clearly the junior half. He had more try assists than Chad Townsend, Munster, Mitchell Moses, and some bloke called Lewis. More line break assists than Jack Wighton, Mitchell Moses, Munster, and that Lewis bloke. More line engaged runs than Luai, Gutherson, Munster, and Lewis.

In terms of his defence, he has less missed tackles than Cleary, Adam Reynolds, Manu, Munster, Luai, Moses, Ash Taylor, and Pearce (but more than Lewis).

Roosters No.7 Kyle Flanagan has been told he will not have his contract renewed beyond 2021, and will now weigh up interest from NRL rivals led by Canterbury as he exits the Bondi bubble.
Walk right now if they’re throwing the youngest under the bus. Tedesco and Cleary cost them that game with some sloppy edge defence.

The fact that Penrith are even talking about not releasing Burton when he's still contracted is telling. Why would they be saying this if they were confident he was going to re-sign? Why has everyone else re-signed except for Burton?. If he really wanted to stay, and considering Penrith have been trying to extend him for months, why hasn't he signed yet?

They must know he's going otherwise they wouldn't even be talking about it.

Right now they're not going to release him early because they're still hoping he re-signs but if and when he does sign with us, and it becomes official, they may change their minds - that's what I'm banking on.

Even if we get him for 2022, we should have a pretty good side by then as another 7-8 plodders will be gone by then.

The riff are trying to convince Burton he's a future lock and not a half. There's no way he'll accept that unless his manager is dumber than Des.

A chance to play first grade with a coach he knows in a team that is rebuilding.

Penrith may still yet release Burton for next season.

After starting and playing the full 80 mins in rounds 3 and 4, he was selected on the bench in rounds 5, 6 and 7 and played 14 mins, 0 mins and 1 min in those games!

He then had to wait until round 11 to be selected again only to play 0 minutes

9 weeks later in the Round 20 game against us was the next time he was selected, where he came on for the last 20 mins (when the game was well over).

Unless there are injuries he won’t play again this season and Cleary has the more experienced May as the 14.

He looks like a confident kid with plenty of ability so he will be keen to show what he can do in the top grade.

There is also the $’s we can offer.

Good point about May. I completely forgot about him.
Like you said May has more experience so if one of the halves is injured, May will likely be the back up, not Burton.

May is also a bigger body and has plenty of experience covering different positions including hooker.

Not to mention the longer that Burtton is being held back at the Panthers it will affect his earning potential. He won't want to stay there IMO. Follow some familiarity with Barrett to the dogs and get a FG spot would surely be his train of thought. Those minutes played mentioned above this year will not have sat well and he owes them nothing.
