Opinion NRL Development Contracts

Does anyone know how a player's eligibility for a development contract works?
I know that there's a limit of 6 and they can't play until after June 30th, just if there's any criteria such as x number of NRL games etc.
I notice Matt Frawley is on Canberra's development squad list 31 nrl games 21 esl games so number of games but can't see anyone else with NRL experience across the squad lists.
Bringing me to my point, could this last development player spot be used in signing an 'unwanted nrl player' from this list I just saw;

Kyle Turner, Josh Hoffman, George Fai, Patrick Mago, Michael Lichaa, Danny Fualalo, John Olive, Nu Brown, Kaiyne-Lee Kalache, Aaron Gray, Jack Stockwell, Hame Sele, Paea Pua, Nick Lui-Toso, Jai Field, Lachlan Maranta, Patrick Kaufusi, Darren Nichols, Lachlan Timm, Billy Brittain, Jacob Gagan, Mawene Hiroti, Zac Woolford, Javid Bowen, Gidean Gela-Mosby, Zac Woolford.

I know there's not much of note in that the list, but picking up someone like Josh Hoffman, Aaron Gray, Billy Brittain or GGM might be of some use later in the season.

Billy brittain would be a good buy.
Gideon gela mosby is quick and scored one the best nines tries I’ve seen. Has X factor but needs to work on bits of his game

There's generally a good reason why players are unwanted... Half the list are x bulldogs.. .. no thanks

Much prefer the Development Contract players continue to be youngsters who have progressed through our grades. Especially now that we’re rich in promising juniors.

Not to mention that list above is an absolutely putrid crop of hacks in their mid-late 20’s.

Nick Lui Toso looked alright in panthers lower grades

Looks like Billy Britain has signed with the tigers, would have been a fair backup option at hooker.

I reckon GGM has potential, he's only 23 and had an injury last year which ended his season.

Other than that nothing too flash on that list.

Zac Woolford’s on there twice and still can’t get signed......geez there a ton of dogs rejects on that list though

I still haven’t heard anything about brittain to the tigers.. still says he’s a free agent

Billy Walters was signed by tigers not billy brittain.
Billy brittain was player of the year Nsw cup still hasn’t been signed we should snatch him up. Specialist hooker

There was an age limit and games played limit of development contracts when they were introduced.

The signings of Frawley, Lachlan Croker, Ata Hingano on development contracts has thrown it all out the window.

NRL and clubs do whatever and dont announce shit to the fans they don't care.

My mates partner does contracts for an NRL club (not hard to guess who) and has told us there is that much fuckery with player contracts it's ridiculous. Fans don't know half the shit that goes on behind the scenes at clubs.

Something will happen that’s one definite lol.. just the matter of when, but it will. We’ve waited this long an coped.
