The NRL admits referee Matt Cecchin had been wrong to award a decisive penalty to Melbourne in the Storm’s clutch Anzac Day win over the Warriors, but is refusing to drop the experienced whistleblower.

NRL head of football Graham Annesley said Cecchin should have called for a scrum and award the Warriors the feed after a messy Jesse Bromwich play-the-ball with four minutes on the clock.

With the Warriors up 12-10, Bromwich made a mess of the play-the-ball as Adam Blair and Isaiah Papali’i held onto his back before dummy-half Cameron Smith knocked the ball on.

Stephen Kearney’s side were pinged after they were ruled to have held Bromwich down too long.

Cameron Munster booted the ensuing penalty before a Brodie Croft field goal saved the Storm’s blushes against an undermanned Warriors.

But Annesley said the call should have gone the Warriors’ way after Bromwich failed to get to his feet.

“The real decision is did he try to play the ball before the defenders had a time to release or were the defenders interfering in the play-the-ball by holding on too long?” Annesley said.

“It’s a very difficult decision. We ultimately thought a scrum would have been a better outcome. It’s a very difficult one. And in the context of the game, I can understand why there is a degree of controversy around the penalty.” Asked about the incident, Kearney described it as “disappointing”.

Annesley said despite his opinion that Cecchin had erred, he said he would hold his place and referee a NRL game this weekend.

“If you moved this into the first 10 minutes of the first half of the game, it probably doesn’t even rate a mention. In the context of the game, it’s a massive call,” Annesley said.

“You can’t hang the referees on that outcome when you look at what they’re confronted with.”

Sorry it wasn't even a difficult decision it was wrong every time. I also disagree that it would not cop a mention in the first 10 minutes, all these are important. Look at Jayden's disallowed try, that mattered too! Fukin disgrace the NRL setup and lack of accountability. They are deciding the table placements every game yet it doesn't matter???

There we have it....another apology after the event and another decision that has cost a side dearly.In this case two errors in the one incident a n incorrect play the ball...penalty AND a knock on at dummy half....

It was a penalty every day of the week....if you were anyone other than Melbourne.

Does not matter when the error has been made ....it can be just as crucial in the first ten to the last. In the first ten that error by the official can cause a side to have a try scored against them and get the other side on a roll just the same as it can in the last ten. Look how costly it was to the Warriors and pretty much ensured that the side who won did so by a questionable decision which gave them a benefit they were not entitled to. So many errors week in week out that have a negative impact on the game for one side.

I know that a game of footy is not life and death, but imagine if a Dr made a crucial error that should not have been made because the prognosis was pretty much cut and dried or a surgeon made a mistake during surgery and then apologized. Would his boss back him to the hilt and say that

it probably doesn’t even rate a mention.
Massive law suit by the family of the patient...

The problem this clown does not acknowledge is the fact that only a team like the storm, roosters, rabbits or broncos would actually get the penalty called in front of the post with five minutes to go.

Insert any of the so called lesser favoured clubs Tigers, bulldogs, knights and it's a knock on every day of the week according to the refs. They have and will continue to ref games like this as like in this case there is no real consequence for costing a lesser favoured team two well deserved points..

And Toddy and his mates continue to wonder why people are sick of the nrl and it's obvious bias toward its sweetheart teams.

So how would the table actually look if the Storm for example were 4 points (Warriors & Dogs games) less? Seen a few other games (Souths V Dogs) decided by the refs for the fancied teams too. Pretty huge ramifications across our sport with these constant cough cough accidental errors...

The bunker should automatically be viewing all incidents, penalties, forward passes, dropped balls, and pulling the refs up on it.

Technically we don't need linesmen, we don't need a second ref.

One ref on field, relaying calls made by the bunker watching live.

What's the point of doing this? Is it so it looks like they're not cheating or playing favorites? To late for that, this sport has been destroyed by a bunch of arrogant, irresponsible, negligent and incompetent amateurs, that if they knew what they were actually doing you would call them criminals! Absolutely no F@#*&% clue from top of the hierarchy to the bottom of it!

Apologising now is like a serial murderer finally apologising to the victims families right before they get executed. It's not bringing their son or daughter back and doesn't change anything.

Agreed. The touchie does practically fuck all and can't make a call when needed and the pocket ref just gets overruled anyway, they go to the bunker and the call is still wrong most of the time

Spoke to a guy up this way who did referee in the NRL many years ago. Said the decision by Cecchin was an absolute crock.

Maybe they should be using video review on these guys on an ongoing basis and actually punishing them for their mistakes like they do the players...but it will continue and always favouring the usual suspects....

Thought that was the job of the bunker but by all means the refs should have a chance as well....
