To get players like Lomax you need to poach them before they play NRL. The scouts have to be spot on with identifying these players and you pay overs to get them because once they hit NRL they either get locked up long term or you are paying ridiculous money to lure them over.
I don't see that as being the way it works now, no club survives much less thrives on long term contracts, by that I mean 5 years or more duration. With the salary cap there is always another club that will pay more (have more free space under their cap) than you can afford (under your cap). If they want someone specifically to fill a position then they will be willing pay more than you are willing to, want to or can afford to. That's how it flows.
The way I see it a team is made up of;
Local players that other teams may not have recognised as yet. They are probably being underpaid, will eventually get noticed and will ultimately leave for more money unless you increase their pay, loyalty only goes so far.
Non local players that other teams may not have recognised as yet. They are probably being underpaid and most likely leave for more money as soon as they are noticed because they have zero loyalty to you.
Representative/quality players that every other team watches and are constantly trying to poach from you. Whether they have an ongoing contract with you or not.
The team is then made up of a combination of the above, where around 1/3rd of personnel changes and/or is resigned every year. That rotation frees up around 1/3rd of your salary cap so you can in turn poach players from other clubs. Hence contracts more than 4 or 5 years are getting rarer by the day.
