Manly cheat cap for 5yrs = still to be determined but will be no loss of points.

Fine times for Manly
Manly are finalising their response to the NRL's breach notice into alleged salary cap cheating but we're already being told a fine of about $800,000 is coming their way.

What a coincidence: they've got about that much to play with in the salary cap this year.

The Sea Eagles, though, are bristling for a fight. The Roosters are also digging in over Joe Kelly, their chief executive who was at Manly at the time of the alleged breaches.

Indeed, there's a lot of finger-pointing and scuttlebutt going on behind the scenes, with talk about explosive emails and smoking guns that could implicate some of the game's leading officials.

Meanwhile, NRL CEO Todd Greenberg has received a barrage of criticism on social media over the yet-to-be resolved investigation into player agents and their role in the Parramatta salary cap scandal.

The claims made against him by some fans are highly defamatory, and can't be repeated in this space for legal reasons. The investigation has been going for more than 18 months.

A spokesman for the NRL said the inquiry into player agents is expected to be completed soon. He said: "It has been a complicated process requiring extensive legal advice but we are close to finalising the inquiry."

The delay, we're told, is that the independent committee overseeing sanctions against as many as 11 player managers wanted to be indemnified from any legal action before issuing breach notices.

No loss of points because cheating occurred in the past and they are now compliant; tell the clubs that lost to them in those years and the fact that it cost them points and positions on the ladder as to how fair that is. The rorting allowed the Eagles to sign and also retain players that they may have not been able to do so had they conducted business in the correct manner. Also LOL at the Roosters wanting to lodge a legal challenge over the sentence given to Kelly.

SYDNEY Roosters CEO Joe Kelly has been suspended from working in rugby league for nine months for his role in the Manly Sea Eagles salary cap rort.

Kelly was the CEO at the Sea Eagles when the club was found to have breached the NRL’s salary cap in relation to third-party payments.

The Manly Sea Eagles are also expected to be hit with a fine of around $700,000 for the club deliberately breaching the third party payment rules.

NRL CEO Todd Greenberg will make the punishments official at a midday press conference at NRL headquarters in Moore Park.

The Sea Eagles are expected to avoid being stripped of premiership points.

Sea Eagles chief operating officer Neil Bare is also expected to be suspended from working in rugby league.

NRL boss Todd Greenberg broke the news to Kelly this morning as he prepared for a press conference to reveal the full punishment from the Sea Eagles cap rorting.

The Daily Telegraph understands the NRL has uncovered serious breaches after being tipped off by the police strike force that investigated match-fixing for 18 months.

They found no betting rorts but suspicious payments to players going back three years.

Kelly was chief executive at Manly for three years before joining the Roosters in April 2017.

The Roosters are considering a legal challenge.

Rumours out of NRL headquarters this morning suggest Manly is facing a fine of up towards the $1 million mark.

They will not lose competition points because the cheating occurred in previous years and they are now salary cap compliant.

The Manly case is not as bad as the Parramatta Eels, Melbourne Storm, Canterbury Bulldogs but at the very next level down.


The NRL will hold a press conference at midday Monday to announce their verdict after months of deliberations.

Manly coach Trent Barrett hopes to have the salary cap situation at the club resolved before the start of the NRL season and with time to add players to their squad.

The Sea Eagles were on Monday granted a third extension, until the end of this week, to offer their response to the NRL's December 11 breach notice, which surrounded alleged third-party breaches over the past five seasons and threatened a reduced salary cap for 2018.

Since then they have largely missed out on the recruitment merry-go-round, with an experienced replacement for departed five-eighth Blake Green yet to arrive at the club.

They were, this week, unable to land Cronulla Sharks-bound playmaker Trent Hodkinson, while it's also understood the ongoing investigation played some role in Mitchell Pearce's decision to head to the Newcastle Knights over the Sea Eagles.

"We're still stuck with this salary cap stuff," Barrett said.


"We can't do anything until that's resolved and I'm hoping that will be in the next few weeks and put to bed before the competition starts.

"It's pretty well documented that we have got space in our cap and spots in our top 30, but until this is resolved we can't fill them."

The club have denied any wrongdoing, with chairman Scott Penn claiming last week the matters were "really technicality issues".

Barrett has left much of the issue with Penn and new chief executive Lyall Gorman, as he puts his energy towards trying to qualify the Sea Eagles for a second-straight finals series.

While he is happy with his playing group, he still has ambitions on adding more talent given this year's increased $9.4 million salary cap and the official retirements of Brett Stewart and Steve Matai.

"There's always movement right up until June 30," Barrett said.

"Something always happens, and there will be injuries during a trial or there will be a disgruntled player whose not getting a run that wants to leave.

"I'm really happy with what we've got here at the moment but if the cap situation does get resolved and it's favourable to us, then we will have money to spend hypothetically."

Manly's most obvious target remains in the halves with someone to partner Daly Cherry-Evans, but Barrett has thrown his support behind 21-year-old recruit Lachlan Croker.

Croker played one game for the Canberra Raiders in 2016 and is expected to wear Manly's No.6 jersey for their opening-round trip to Newcastle on March 9.

"Everyone's got to start somewhere. He was a Junior Kangaroo and Australian schoolboys captain," Barrett said.

$660,000 off their cap this and next year. $750k fine with $250k suspended if they remain within guidelines. If their cap has been reduced how can they remain cap compliant and still sign the two players they need to complete their 30 man roster?????????? The 30 man roster is compulsory and all other clubs had to have theirs settled prior to season's start. Will players take cuts...sorry but this loophole was closed by the NRL after past transgressions.

Well wasn't the investigation originally one of betting irregularities.... so this breach was a by product of that; an accident like every other one whether it be whistle-blower or not. Player managers involved in some way....apparently yet again as in the Parra one. When will they be held accountable? Todd is certainly good at guilding the lily and making it seem fair. NRL really can't uncover anything ;the info just falls into their laps.

IT is the salary cap plague that infests every grand final-winning team. But reigning premiers Manly are suffering the severest hang-over yet as they stare into the reality of being torn apart at the end of this year.

The shockwaves of Des Hasler's defection to Belmore might have eased, but successor Geoff Toovey is now riding a perfect storm of heavily back-ended contracts and big-name free agents.

The Daily Telegraph this week compiled a list of 2012's free agents and Manly have eight topliners at the mercy of rival bidders.

Making matters worse is the fact three of those stars Brett Stewart, Matt Ballin, and Kieran Foran constitute 75 percent of the team's all-important spine.

And the fourth, halfback and 2010 Rookie of Year Daly Cherry-Evans, is now asking for an improved deal after his startling debut season.
Cherry-Evans is committed to Brookvale until the end of 2013 but on a modest contract that no longer reflects his Test player status.
It's believed he will only earn around a total $250,000 under the original deal, which was struck long before the Redcliffe product made his NRL debut in round one last year. Both Toovey and Sea Eagles boss David Perry acknowledge Cherry-Evans is now worth far more and are trying to do the right thing by extending the 22-year-old's deal.

They would also be aware his Queensland roots would be an attraction for the cashed-up Broncos who also have halves combination Peter Wallace and Corey Norman off-contract at season's end.

"We know Daly loves the club and wants to stick around," Perry said. "We see him as a long-term player who will be important to the team beyond 2013.

"We're really excited by the fact he exceeded expectations in the first season he's matured at such an early stage.

"We're working with his management team now to come up with something satisfactory for both parties."

But the real headache is being created by star players such as Tony Williams, Anthony Watmough, Glenn Stewart, and Jamie Lyon that Manly have under lock-and-key beyond this year.

When he was at Manly, Hasler committed several of those stars to back-loaded contracts. They are conspiring to gobble-up a huge proportion of the club's 2013 salary cap, thus preventing the Sea Eagles matching rival offers for their off-contract players.

"It's obviously a challenge (to keep players) on the back of winning a premiership," Perry said. "All clubs are put in a position where player values increase and keeping them all under the salary cap is an issue for us".

Although contracted until the end of 2014, Foran enjoys a get-out clause that was triggered when Hasler joined Canterbury last October.

But while Foran is still a chance of following Hasler to Belmore next season, the Bulldogs now appear to be targetting Raiders dynamo Josh Dugan over Stewart to play fullback in 2013.

Promising prop Darcy Lussick has also been heavily linked to Parramatta another club primed for a roster make-over this year. The Eels have also expressed interest in Dragons hard-man Beau Scott, and will have enough cap space to compete with any club should they not re-new contracts of a host of senior players. Coach Stephen Kearney faces some tough calls over the futures of popular trio Nathan Hindmarsh, Luke Burt and Fuifui Moimoi.

Roosters officials face an identical quandry over long-serving icons Braith Anasta and Anthony Miniciello, both of whom were only given one-year extensions in 2011.

Although 31-year-old Minichiello could finish his career in England, it is understood Anasta wants at least another season in the NRL and is keen to know where he stands.

The Tigers, Sharks and Bulldogs are other clubs with plenty of decisions to make.

Set to partner Todd Carney in the halves this season, beefy playmaker Wade Graham has already been nominated as one player Shane Flanagan is keen to keep. But according to Tigers CEO Stephen Humphreys, fans and players alike might be kept guessing for a lot longer because no-one is likely to know the salary cap's exact new capacity until midway through the year at best.

The broadcast deal cannot be negotiated in earnest until the Independent Commission is finally installed a development expected late last year that's still several weeks from fruition.

Insiders then expects CEO David Gallop to talk to networks for several months as he strives to deliver the code a deserved $1 billion-plus windfall per season.

"We mightn't know what the cap will look like until much, much later in the year," said Humphreys, whose Tigers have representative stars Lote Tuqiri and Tim Moltzen off-contract. "The uncertainty is putting things on hold to a certain extent".

What figure each club wanted

- Canterbury, Canberra, St George Illawarra, Sydney Roosters and South Sydney pushed for the highest figures. These clubs supported the Bulldogs and Raiders who were after a $9.6 million cap, while the Rabbitohs were chasing $9.5 million.

- The Tigers, Manly, Gold Coast, New Zealand, Parramatta, Newcastle, Brisbane and Melbourne were all against a raise from the proposed $9.2 million.

- The Panthers and Cronulla were believed to be on neither side of the fence.

Greenberg also confirmed he had no concerns with the Sydney Roosters' salary cap position following the high-profile signing of Cooper Cronk.

It's understood Cronk's contract has been provisionally registered by the NRL, as all current deals waited on the completion of the CBA before registration.

"The Roosters are far as I know are under the cap," Greenberg said.

While the Sea Eagles will remain on two points after their sole 2018 victory, ironically over the Eels, they have not got off completely without a punishment that will impact their on-field performance.

The NRL has enforced a $660,000 penalty on their cap for this season as well as 2019, giving the other 15 clubs a competitive advantage when it comes to recruitment and retention.
This is no more benefit than Manly got over those years when they had an edge on recruitment and retention...
