Personally, I reckon it's a joke from UEFA, they know clubs like Man City and PSG are rich so they're milking a massive fine instead of handing harsher punishment if they wanted to be taken seriously for breaches of regulations

and guess where the $$$$$$$ goes?
straight into their pockets....
this is not a fine...its more of a bribe by rich clubs 2 escape a real punishment like a ban from the tournament

My view on this is Yaya Toure wants either a pay rise OR he's finding a reason to leave Man City
